W yoming adopted standards in math and English last year. The math standards earned passing marks from the American Federation of Teachers, but the English standards did not. This year, the state will issue its first assessments geared to the standards. Although the state adopted a new finance system in 1997, it came under fire last year, when two-thirds of Wyoming's districts filed a lawsuit charging that the state has failed to provide adequate funding, especially for smaller districts.

    * NOTE: The grade for equity is based on 1994-95 data, the most recent available.
