West Virginia
W est Virginia tightened its accountability system last year. The state created an office of education performance audits to help funnel expertise and money into low-performing school systems. Lawmakers also allocated $500,000 to provide professional development for teachers and evaluate the worth of such programs. But the state is still struggling to get out from under a school finance lawsuit even though it has one of the nation's most equitable funding systems.
