    W isconsin continued to work to get its standards and assessments on line last year. The state adopted a number of policies to strengthen the quality of its teaching force, including incentives for teachers to earn certification from the National Board for Professional Teaching Standards. But most people will remember 1998 as the year of choice: Wisconsin enacted a statewide public school choice law. And the U.S. Supreme Court declined to hear a challenge to its program providing private school vouchers to low-income students in Milwaukee.
