    W ashington State's language arts and social studies standards need work, according to the American Federation of Teachers. The state spent the past year trying to build public support for its standards. But it is not scheduled to vote on a proposed accountability system for schools until this spring. The only accountability provision approved by lawmakers so far holds districts responsible for reducing the number of 4th graders who don't meet the state's reading standard. A proposal to permit charter schools failed to pass last year.
