ermont's standards received favorable ratings from the Council for Basic Education, but not from the American Federation of Teachers, whose ratings Quality Counts used exclusively this year. The past year was a transition one for the state as it implemented Act 60, the law passed in 1997 to equalize school funding. While poor districts are figuring out how to spend new resources, some wealthier ones are up in arms. The law also contained new accountability provisions. All Vermont schools now must participate in statewide testing, and the state will publicly identify low-performing schools. The law also requires the state school board to develop new standards for school quality by September 2000, with a strong emphasis on student performance.
