    U tah's social studies standards need work, according to the American Federation of Teachers. And the only mandatory statewide test is a norm-referenced one. The state launched a pilot program for charter schools last year, permitting eight charter schools statewide. Lawmakers toyed with, but failed to pass, a tuition-tax credit proposal for the second year in a row.
