    T exas continued to forge ahead last year with one of the most comprehensive school accountability systems in the nation. For the first time, in 1998, teacher evaluations were linked with schoolwide student performance. And the state strengthed its requirements for teacher education programs. As the state moves to align its testing system with new academic standards that took effect last year, it has the perfect opportunity to ratchet up its expectations for students and schools. In 1998, a record number of schools in the Lone Star State earned an "exemplary" rating under the state's accountability system.
