ennessee's standards fared poorly on ratings by the American Federation of Teachers, with the exception of those for middle school science. The state spent much of last year fine-tuning its reform program. It chose 11 subjects in which to give end-of-course tests in high school. Starting with students entering 9th grade in 2000, young people will have to pass tests in algebra, biology, and 10th grade English to graduate. Although the state has the authority to intervene in low-performing schools, so far it has taken a pass, choosing to focus on the performance of whole school districts.
