A
fter receiving criticism last year for the generality of its standards, South Dakota went back to the drawing board and adopted new standards in language arts, math, science, and social studies. The new standards received a much more favorable rating from the American Federation of Teachers. The state could improve its grade further by developing tests aligned to the standards. The state also launched an open-enrollment policy in 1998-99 that permits students to transfer between districts. But lawmakers rejected a proposal for charter schools.
