    S outh Carolina made major strides last year in enacting policies to improve the quality of its teaching force, including standards and assessments for new teachers. The Accountability Act of 1998 will kick in for schools beginning in 2001, with school report cards, ratings for individual schools, assistance for those that need it, and the threat of state takeover for schools that fail to improve. The state already has rewards for successful schools.
