R hode Island still shows no interest in adopting standards in social studies, and its English and math standards did poorly on ratings by the American Federation of Teachers. The state rolled out key features of its accountability plan last year, including detailed information on student performance and improvement targets for individual schools. The state is also phasing in intensive site visits to all its schools to assess their practices and help them improve. But while state officials have the authority to intervene in schools that fail to get better over time, they are still working on a plan for what that means.

    * NOTE:The equity grade is based on 1994-95 data, the most recent available.
