    P ennsylvania adopted new standards in English and math last year. Both earned high marks from the American Federation of Teachers, along with draft science standards. The state is also dangling a carrot for schools to improve their performance. Last year, 1,000 schools earned more than $10 million in monetary rewards by improving achievement or student attendance and graduation rates. Lawmakers have appropriated $13.4 million for the program in 1998-99. But the state hasn't fared as well on the finance front. It remains mired in funding battles with both its urban and rural school systems. Each group claims that it's not getting a fair or adequate share of state funding.
