    O regon is one of the few states that earned high marks overall for its standards from the American Federation of Teachers. And this year will be a crucial one for the state. For the first time, sophomores can earn a certificate of initial mastery if they pass a combination of tests and classroom-based assessments in core subjects. Although the certificate is not required to earn a diploma, the high percentage of students who are predicted to fail on their first go-round may send shock waves throughout the system. The state does not have any high-stakes consequences for schools. Although legislators approved a plan to provide rewards for successful schools, it did not fund it.
