klahoma's standards got poor marks from the American Federation of Teachers.The state identifies low-performing schools based on scores on a national norm-referenced test and a state-developed test. A proposal to increase high school graduation requirements failed to pass last year, but state officials expect to revisit the subject. In 1998, the state focused its efforts on providing more professional-development opportunities for teachers.
