ew Hampshire is facing a court-imposed deadline of April 1 to fix its school finance system. And the public is losing patience. Gov. Jeanne Shaheen's efforts to develop a stringent accountability system for the state's schools were largely gutted last year by the legislature. But the state did approve new reporting requirements for schools. By December 2000, the state will produce an annual report card on the quality of education in individual schools and districts.
