    N orth Dakota is a state that likes to leave well enough alone. The state failed to adopt any new content standards last year. The American Federation of Teachers gave passing marks to the state's math standards but failed its drafts in other subjects.The standards are voluntary for schools and districts, and there are no rewards or consequences for performance in this local control state.
