    A lthough Montana's standards still don't pass muster with the American Federation of Teachers, the state is moving ahead. It has adopted new standards in math and reading and is developing standards in other subjects. The state also adopted incentives for teachers to earn certification from the National Board for Professional Teaching Standards. But implementing high-stakes accountability will be a struggle in this local control state.
