    M ississippi's English and social studies standards need lots of sharpening, according to the American Federation of Teachers. And its accountability system is focused more on districts than on the performance of individual schools. Although the state turned over management of two chronically low-performing districts to "conservators" in 1997, there are few consequences for districts that don't rate such drastic action. And the benchmarks for performance under the state's accountability system remain low.
