    T he American Federation of Teachers gave a nod to Minnesota's mathematics standards last year but said standards in other subjects still need work. Last year, for the first time, elementary students in key grades took new tests aligned with the standards. The state is phasing in a series of "performance packages" to measure whether high school students have met the standards and can earn a diploma.
