    M ichigan's equity grade crept up to just short of a C this year thanks, in part, to the school finance reforms it adopted in 1995. So far, the state is having less success implementing its new accountability provisions. State officials were forced to make changes in high school testing after parents complained. And Michigan officials blanched when it came to actually punishing 22 low-performing schools, deciding instead to give them more assistance.
