K entucky managed to hang on to its school reform package last year, but not without substantial changes in its assessment and accountability provisions. The state was expected to flesh out the components of its new accountability system last month. Meanwhile, the state named 273 schools as underperforming but decided to intervene in these schools only on request.

    * NOTE: The equity grade is based on 1994-95 data, the most recent available.
