    I llinois lawmakers are still seeking a cure for what ails their school funding system, despite adopting a temporary fix in 1997 that did not address the state's heavy dependence on property taxes. In 1998, the state continued its get-tough approach to low-performing schools, releasing a list of 71 schools that need to improve.
