    I daho got a failing grade in standards this year because political infighting has prevented the state from adopting a final set of content standards, despite having gone through three separate drafts over the past four years. The latest version of its standards got poor marks for clarity and specificity from the American Federation of Teachers. But with the election of a new state superintendent of education last November, the state may be able to steer a more coherent course. The state did adopt a charter school law last year.
