    H awaii didn't do well on our standards and assessments indicators this year because the state got a failing grade for the clarity and specificity of its standards from the American Federation of Teachers. But the state is hoping to move forward this year, under the leadership of a new superintendent of education. The state plans to revamp both its standards and its testing program.

    * NOTE: The equity grade is based on 1994-95 data, the most recent available. Hawaii scores a perfect grade for equity among districts because it has a single, statewide district.
