D elaware passed a tough new set of accountability measures last year that eventually will hold schools and students more responsible for results. That should raise the state's grade on standards, assessments, and accountability in the future. Delaware will not begin holding schools accountable for their performance until 2001.

    * NOTE:The equity grade is based on 1994-95 data, the most recent available.
