    C alifornia made major strides last year, when it completed its work on standards in all core subjects. The standards received the highest ratings of any state from the American Federation of Teachers. The state is still struggling, however, to enact an accountability system that includes rewards and consequences for schools.

    * NOTE: The equity grade is based on 1994-95 data, the most recent available. California did not receive a grade in school climate this year because its efforts to reduce class size cannot be measured with the national data available.
