    A rkansas is still trying to solve long-standing problems with low student achievement and limited resources, although the state made some headway last year in pumping more money into schools. When it came to accountability, however, the state blinked: It dropped a mandate that students pass an exit test to graduate from high school after too many students failed the exam. The state got a C- for standards and assessments because Arkansas didn't fare well on the ratings of state standards by the American Federation of Teachers. The state also has focused more on district-level, rather than school-level, accountability.
