A labama sent the signal that it was getting tough with schools and students last year. The state put 111 of its 1,340 schools on an academic alert list for low performers. Of those, 34 are in "phase 2" and could face the prospect of a state takeover if test scores don't improve sufficiently. Beginning with this year's sophomores, high school students also face new graduation standards. To earn a diploma, they will have to pass an exit test geared to the 11th grade level and take 16 units in the core academic subjects instead of 11.

    * NOTE: The equity grade is based on 1994-95 data, the most recent available.
