    A laska finally tackled its finance formula last year, although not to everyone's satisfaction. The major beneficiaries are the state's urban districts. The state also got serious about accountability. Lawmakers set deadlines for the state to develop new tests that are aligned with its standards. There also will be consequences for low-performing students and schools beginning in 2002. Alaska's grades should improve over time, as these changes take hold.
